The Philippine Department of Science and Technology (DOST) has signed a strategic framework agreement with The Hashgraph Group (THG), a Swiss-based firm operating within the Hedera ecosystem.
The partnership, announced November 7, aims to integrate web3 and distributed ledger technologies (DLT) into the Philippines’ national digitization and financial inclusion strategies.
This move is an expansion of the DOST’s multi-chain engagement, adding Hedera to a growing portfolio of high-profile blockchain partners that already includes the Aptos Foundation.
The Hedera Partnership
The collaboration with THG is focused on a national-level rollout, with the DOST and the Swiss firm signing six separate agreements for the first six of 17 administrative regions, including the National Capital Region (NCR), Cordillera Administrative Region, and Davao.
The partnership will focus on:
- Capacity Building: Providing nationwide Web3 training, certification, and innovation programs for students, entrepreneurs, and government staff.
- Developing Use Cases: THG will provide engineering expertise to develop DLT solutions for sustainability (like a carbon bank), smart agriculture, water quality traceability, and tourism.
- Venture Building: The agreement includes strategic investments in innovative Filipino startups via THG’s venture program.
“This partnership… strengthens our commitment to bring digital innovation to every region of the Philippines,” said DOST Undersecretary for Regional Operations, Sancho Mabborang.
Stefan Deiss, Co-Founder and CEO of The Hashgraph Group, added, “We look forward to enabling both the public and private sectors and empowering the Filipino society through training, innovation, and engineering.”
DOST’s Platform-Agnostic Approach

The department appears to be pursuing a platform-agnostic strategy, engaging multiple blockchains to achieve different goals.
In March 2025, the DOST’s research arm, the Advanced Science and Technology Institute (DOST-ASTI), was announced as a key partner for the Hiraya Network. The Hiraya Network is a Philippine-based initiative funded by the Aptos Foundation to discover and support local blockchain talent and startups, with the goal of building projects within the Aptos ecosystem.
Furthermore, DOST-ASTI has been developing its own internal blockchain expertise for some time. In December 2024, its DataProtect-SIERRA Project conducted internal training on blockchain applications for e-government, including smart contracts and a hands-on workshop for building an e-voting DApp.
